A fam memb had PPD 1-step routine annual TB test planted 1wk ago (Results: neg). Since Pfizer & Moderna are 'not live', how soon can 1st Covid shot be given? Age 68, major medical prob is adult Musc Dystrophy (MD), currently lives in long term care Fac with huge risk if gets Covid with MD History.

A TB skin test is not a vaccine. If you have received a live vaccine in the 28 days before the TB skin test, there are timing recommendations to wait to ensure the live vaccine doesn't interfere with the TB skin test results.
Once a TB skin test results are measured (48-72 hours after the first appointment), there are no timing recommendations to wait to receive any other vaccine, whether the vaccine is live or inactivated (killed).
